Silverlight hardly uses much disk space. Its not a requirement to have it installed, but as noted, some web pages utilize it for streaming multimedia content. I believe the last Olympics which MSNBC had exclusive rights to stream on the web, required Silverlight. Its what you call a Rich Internet Application, similar to Adobe Flash.
Description
Microsoft announced the end of the Silverlight application in 2012, ceasing development the following year. Patches and bug fixes will continue to be released as late as 2021, after which the application will be completely unsupported, and should no longer be used. The app is already unsupported in some browsers, including Edge. Microsoft Silverlight is an application framework for writing and running rich Internet applications, with features and purposes similar to those of Adobe Flash. The run-time environment for Silverlight is available as a plug-in for web browsers running under Microsoft Windows.
Esri is removing security policy files from ArcGIS Online that are used by the ArcGIS API for Flex on January 26, 2021, and for the ArcGIS API for Silverlight on October 12, 2021.
This means that after these dates, Flex and Silverlight apps can no longer access any content and/or services from ArcGIS Online. Furthermore, due to security vulnerabilities associated with running Flash, Adobe no longer supports Flash as of December 31, 2020, and is taking steps to block Flash-based apps from running altogether.

The ArcGIS API for Flex and the ArcGIS API for Silverlight were retired in June 2016. However, Esri kept these policy files accessible so developers who wanted to continue to use their deployed Flex and Silverlight apps could access content and services on ArcGIS Online:
- crossdomain.xml - for Flash-based clients
- clientaccesspolicy.xml - for Silverlight-based clients
These resources are being removed to protect customers from security vulnerabilities; in line with Adobe, Microsoft, and major browser vendors:
- Adobe will actively block Flash content from running in Flash Player beginning January 12, 2021.
- According to Adobe, “Adobe does not intend to issue Flash Player updates or security patches. Therefore, Adobe will continue to prompt users to uninstall Flash Player and strongly recommends that all users immediately uninstall Flash Player.”
- According to Microsoft, “Flash will be completely removed from all browsers by December 31, 2020, via Windows Update” (KB4577856).
- Google Chrome is removing Flash in January 2021.
- Firefox is removing Flash Jan 26, 2021.
- Safari disabled Flash in Sept 2020.
- Per Microsoft, Silverlight support will end 10/12/2021.
Solution or Workaround
If you have a Flex- or Silverlight-based app in production, Esri highly encourages migration to a JavaScript-based app using the ArcGIS API for JavaScript. The ArcGIS API for JavaScript is the focus of Esri’s web-based development and innovation, and far exceeds the capabilities of the older Flex and Silverlight APIs on many fronts.

Symptoms
When working with Microsoft Silverlight you may encounter the following scenarios:
Install Microsoft Silverlight
Upgrade to another version of Microsoft Silverlight
Uninstall Microsoft Silverlight
Microsoft Silverlight does not work as expected
Attempts to restart the computer and try to upgrade, install or uninstall Microsoft Silverlight again end in the same results.
Cause
This issue can occur if an existing installation or uninstall has become corrupt.
Resolution

To automatically uninstall Microsoft Silverlight, click the button in the 'Fix it for me' section. If you would rather verify and update these keys yourself, go to the 'Let me fix it myself' section.

Note If you are not currently using the computer that is experiencing this problem, you can save the automatic fix to a flash drive or to a CD, and then you can run it later on the computer in question.

To resolve this issue yourself, follow these steps:
Do I Need Silverlight In Windows 10
Click Start and type Notepad in the Search box
Double-click on Notepad from the list of results above
Copy and then paste the following text into Notepad.
Click File and Save As and type CleanSilverlight.cmd
In the Save astype box, click All Files (*.*)
In the Save in box, click Desktop, and then click Save
On the File menu, click Exit
Right-click the CleanSilverlight.cmd file on your desktop and click Run as administrator
When the uninstall completes, right-click the CleanSilverlight.cmd file on your desktop and click Run as administrator a second time
Once the uninstall has completed, click the link below to install the latest version of Microsoft Silverlight
